Roblox will hide ads for users 13 and under

Why display ads like this, "Ads that promote cryptocurrencies and NFTs" to those under 13's at all? Why is that the cutoff?
Ads should be hidden for those 21 & under.

I don't get any ads on N4G. I turned N4G into a web app on my phone using Hermit, and Hermit has a built-in ad blocker.
