Teenage Mutant Ninja Turtles Shredder's Revenge does support crossplay, but only between the PC and Xbox versions. Not so much for consoles.

I wasn’t excited or interested when I saw the 2 new characters (don’t know them, don’t look very appealing), but I notice it’s only 4 bucks orso, so might pick it up. Recently bought the game so haven’t even played it much yet though.

"Teenage Mutant Ninja Turtles: Shredder's Revenge is no stranger to physical releases. Both Limited Run and Merge/Signature Editions have physical published their own physical editions already. Now Merge has announced TMNT: Shredder's Revenge Anniversary Edition, which will bundle the game with the recently released "Dimension Shellshock" DLC. These Anniversary Editions are coming for PlayStation 4, PlayStation 5, and Switch," says Co-Optimus.
Considering MS releases their games on Steam and Windows store, this seems like them pushing for the extra crossplay feature.
That is the only explanation I can think of for why it would work everywhere on PC, EXCEPT for the Epic store. This also can't be Sony going back to their anti crossplay ways, because Nintendo is also not included.
