Think about it from a PR perspective if they take away the games.
#1 - they create an event that will draw attention to them taking something away without reducing the price. THEY ALREADY HAVE DONE THAT in quality, but it's not widely reported. Once they take the games away, it will get negative press that they can't avoid
#2 - at least now they can claim their $5/month service has parity with PS's $5/month service. It will look that way in any cursory analysis or in some simple comparison table. Only serious gamers know the difference. Once they take away these games, it will be overtly obvious to everyone that you're getting less with Xbox, and that's something they want to avoid.
So... keep giving away games that practically cost them nothing and keep milking the revenue from unsuspecting faithful Xbox users... that's the easiest way forward

Well then a solution would be to have GP apart of the Live Subscription, which in my opinion should be the case.
I definitely agree with your points but at the same time while it may get negative attention, I think only the loud vocal minority that hate MS/Xbox regardless would make the biggest fuss. I think everyone else would be in agreement that the offerings they're currently giving and have been giving since GP's arrival wouldn't be miss.

So something like this?
GamePass Basic: Online access + some selection of indies and BC games - $5.99 / month (goes up a bit)
GamePass Standard: Basic + all the rest of the games, except day 1 releases - 13.99 / month
GamePass Ultimate: same as today, with day 1 releases and COD - 16.99 / month

I'm assuming some increase in price because I'm thinking they'll need to to pull this off...

Have you seen what PS+ Essential is handing out this month? Microsoft should Xbox Live Gold and make on-line play free for everyone.

okay, now this is just continuing to be more depressing each month. Maybe it is intentional...? Drive the gold only users into the arms of GPU by making gold very unattractive.

This is basically them going back to not giving any games whatsoever and still charging for the monthly service, just as it was before, I highly doubt even a small % of people actually download these games, probably in the single digits.
