Their frame rate could be limited due to CPU usage, or memory bandwith for example, and then lowering resolution wouldn't make a difference.

With that said, just because 4k/30 is confirmed, that doesn't mean that there won't be a performance mode setting.

Even PC GPUs which cost more than an entire PS5 or XSX wont run every next-gen game at 4k 60fps.
I think in the long run after we're passed the stage of being sold upgraded current-gen games as next-gen games, 4k/30 will be standard for most 3rd party developers (unless its a genre like racing or an arcade style game) on consoles but they will look smoother than the current gen and the previous gen where 30fps actually meant 20 to 30fps on a lot of AAA games so its still an improvement.

While that can be true benchmarks for the rtx 3080 show a 40-50% decrease in fps at 4k with Ray tracing turned on. With ray tracing and upscaling on its more like a 25-35% decrease but we don't know how good the upscaling is on consoles. At 4k your less likely to have a cpu bottleneck, and being this early into the console i can't imagine they would be bottlenecking that would mean Sony and Microsoft both dropped the ball on their designs. Raytracing might not get you all the way to 60 turned off but it definitely would make a big difference. Especially since many of the ray tracing implementations i've seen don't add enough to a game to warrant the performance hit.

As long as games strive to push the limits of hardware 30fps will always be the standard. Even on my PC if it's a game I don't feel the need to use a mouse in I have no problem cranking the graphics options and locking 30fps with a controller.

I've found my nice minimum is 42fps. It still feels pretty smooth. Feels a lot better than 30, and a good spot if you're not getting a solid 60. My PC is no slouch, but it doesn't hit a straight 60 on most taxing games when cranked up. If I don't manage even that 42, I'm more than happy to drop a couple settings.

I only do 30fps when that's literally my only option - so the odd locked PC game, or applicable console exclusives.

A lot feel 42 is just about right but I settled as 45 my last playthrough of creed origins there's no way you can constant 60 on that game so a 45fps lock in rivia tuner made it very playable for me, You get used to it after a while

It’s easy to say just drop the resolution and up the frames, but there may be other variables in play. Maybe it’s the animations or maybe they are bottlenecked on the CPU because of the Amount of Playable characters and AI required. Who knows.

Games that are heavy on the CPU don't just magically run at double the frame rate if you drop the resolution or graphics quality - especially games that have a lot of systems at play. Dense urban environments with several dozen civilians, combat AI and vehicles potentially on screen at once means that the CPU is going to have a lot to contend with.

Thermal stability is carefully taken into consideration when it comes to consoles, always has been. Due to their compact nature it's a limiting factor when stability becomes prioritized over performance.

You can have all the best effects to be had, but if it's not at a proper resolution you're just looking at it through a muddy lense.

In all honesty, so many people value certain things over others. The 3 main things right now are resolution, framerate, and ray tracing. While I'd like to see consoles go the PC route and just play with everything, it would really be cool to offer the ability to at least play around with those 3 ingame.

Personally, ray tracing is cool, but I don't need it and would rather be given the option to simply turn it off to boost the other two on console. Hoping that's a thing we see when everything is said and done.

Don't know why that comment is "funny". Now that consoles are basically just PC architecture, you usually see most of what the systems are capable of basically out of the gate.
You'll see better looking games down the road, being 3rd party devs are still designing games with current gen in mind, and aren't going to go all out creating high level assets for the new systems that are going to push less copies than the already established ones, but the raw horsepower had should mean a higher framerate than 30fps, if the system is capable; and better engines being made and used down the road are only going to hit the systems harder.
Hell, I built my first PC back in the day because by the time I was playing games like Far Cry 3 on my 360, I just couldn't deal with how blurry/Jaggy the more demanding games started looking, while still not keeping even a solid 30fps.

It's like every generation; it's going to be gove and take. They are pushing ray tracing, and still trying to make 4k standard so, yet again, you're going to see a lot of 30fps games. If you ask me, if they really want this to be the generation of ray tracing, they should concentrate on 1440p and 60fps. You can only get so much performance for a few hundred dollars, even if they're being subsidized by game sales.

I think that the majority of games that will be released in the 1st years are games that will be lacking optimization.
I expect them to be the same game as current-gen but with Ray tracing and resolution bump just for the sake of showing raytracing because it's flashy.
In a way, it reminds me of Seaga-cd games that were all about FMV because it was the new thing.
But I expect them to learn about adjusting Ray-tracing quickly so the coming games are gonna be optimized for Next-gen.

I'm buying a Series X to play great games at 60fps because to me, games feel so much better to play at 60fps. They look better (less judder and smearing as you're panning the camera) and input responsiveness just feels so much smoother.

Although there may be some games that I will accept 30fps on, these are more slow moving puzzle/adventure games where it makes less of a difference. Games like Watchdogs would really benefit from 60fps in my opinion so I'll be giving it a miss unless they include a frame rate priority option.

Each gamer has their own priorities as to whether res or frame rate is more important. For me it's frame rate. I won't be purchasing any next gen game that is not designed to run @60fps. Unless it's a game genre where it really doesn't matter so much. The idea of 'performance' options is really a bit of a con. If a game isn't designed to run @60fps then it won't ever really be 60. As the generation progresses & the current gen gets phased out & the development studios prioritize optimum performance from the upcoming consoles, I would hope that many more titles have a 120 option.

If your searching for a new HDMI 2.1 capable TV, I highly recommend the LG Oled C9. It's mind blowing for both movies & games. The reason I mention the C9 is that it's LG's 2019 model & it's pretty much the same visual quality as LG's 2020 CX & as such, being a slightly older model, you may be able to get a black Friday bargain on a set.

You may have worries pertaing to burn in on Oleds, but I can assure you, if your sensible, this will never be an issue, as the C9 has many built in safety features to prevent this, such as going to a moveable background after a few minutes, if you have left a paused static image on screen for too long. It absolutely blew my old Samsung 4k KS8000 to smithereens in terms of build & visual quality. The top half of the screen is the thickness of a pint glass or two ten pence pieces put together.

Both systems should have a 60 FPS option. Ubisoft has a couple of great in house game engines that should really shine on the next generation consoles. The Dunia and Anvil engines are both very capable and shouldn’t have any issues handling a 60 FPS performance mode. I know COVID-19 has hampered development around the world but with all the resources Ubisoft has they could find the time to make the game run at 60 FPS is they really wanted to. I’m sure they could do better with pc ports as well because Ubisoft games are commonly underwhelming when it comes to optimization on pc

While XSX might be able to push out some more frames in games, games will be 30, 60 or 120fps. Say PS5 can push 30fps with RT, but XSX can push 36fps with RT, the game will be locked at 30fps. XSX is not powerful enough to be doubling PS5 frame rates, so I seriously doubt we are going to see much of a difference between the consoles.

Maybe RT effects will look slightly better on XSX? I think that's about it.
