In general Japaneses developers haven't been good with data streaming that is why they have been outsourcing a lot of game development to the west, but that didn't turn out well most of time because western developers mostly don't understand Japanese games.
Many Japanese developers lost money and wasted time trying to develop engines for the PS3/PS4 generations, like Square Enix and infamously Kojima while he was at Konami . Even Sony's Japanese 1st party games like Last Guardian languished in development hell because the director struggled to translate his vision into game code. you can say the PS5 vision was born from experience in hardship.
Japanese developers still published great games but in general they had to give up on image quality in comparison with Western games. With the PS5 they no longer need to compromise.
