You forgot one and it's a doozy. The weapon is kindness in undertale. :) defeats countless enemies.
I'd have to disagree. He never really seems to do much. You just find out his motivations, as weak as they usually are, and your purpose is to go and defeat him.
To me, the best video game villian is Handsome Jack. He had real motivations. Was completely psychotic. Perfect narcissist. Was a great metaphorical character for current social and political issues. And through all that, he was still relatable, and even likable in that anti-hero sort of way. He worked as both a good(-ish) guy in TPS, and as a villain, and even after his death, he's an interesting character that the other characters in the story can react to.
Handsome Jack will be a hard villain to top, while Gannondorf has a pretty standard archetypal and predictable persona.

- The "true" villain of Suikoden 2 (also won't say his name)
All of these are better than Ganondorf.
