But in Many ways GTA is meant to be Satirical. Like for reals, (Just listen to the commercials and talk show subject matter on the radio stations in game) the games are both aiming for the feel of a booming living city, and also the stereotypes, the serious and of course, Non-serious nuances of both.

It's not meant to be taken as a purely serious thing, and I think the humorous side of the games is one of the things keeping it from being taken literally, or way too far, and perhaps being banned in the U.S. altogether.
