It's an almost entirely outdated measurement for general system graphical power. The only time the number matters these days is if/when there is a massive difference, like 3+ difference. Generally, a machine that outputs 10gfps will have a very similar graphical capability as a system that outputs 8 or 12gfps.

I know it's a rhetorical question/title but it should be said. The noticeable difference would be in a 12gfps system and an 8. You'd notice that and it would be noticeably hard to make a game feel and look the same on both (assuming similar architecture). A resolution and/or fps drop would likely need to be done to make them match. That or gimp it to not maximize the stronger system in the first place.
