Thanks to the Rainway beta now being available on Xbox One, gamers can stream their favorite PC games on Microsoft's home console.

So you stream from your PC to your Xbox. It is basically like using your Xbox like a Steam link device. Nice they are having a free beta to see how well it works.

No, because it is streaming. You are still playing the game on your PC, just remotely. You still have to own the game and have a capable PC.
