The Rule of 3 program officially starts this Thursday, February 1st, at 12:01am, and Bungie has provided further clarification. For those U.S. citizens that were not picked during Phase 1 or have no intention to buy Crackdown, this will be the only other way to participate in the Halo 3 beta this spring.

Rule of Three Program
The "Rule of Three" program is currently planned for gamers (17 years and older) in the 50 United States (includes District of Columbia) and Canada who have access to an Xbox 360 Pro console or an Xbox 360 Core console with hard drive, a valid Xbox Live Gold subscription and the Halo 2 game.
It is a two-step process:
1. Participate in at least three hours of Halo 2 multiplayer sessions on your Xbox 360 console via Xbox Live during the three (3) day period beginning February 1st at 12:01 am EST and ending February 3rd at 11:59 pm EST.
2. After the three day window is over, head back over to www.halo3.com on February 5th and register.
If you are one of the FIRST 13,333 to do this (and meet the above requirements) you will receive an invite notification in February to participate in the Halo 3 Beta.
Please note that if you registered to participate in the Halo 3 Beta during Phase One and were not selected, that does not preclude you from registering again for during Phase 2.
Not every Halo game has been a banger, but the franchise still has a raft of the greatest games of all time.
Infinite is a dumpster fire and as much as I like ODST, in no universe it ranks above Halo 2. This list is trash.

Would love to play Ace Combat6 on PlayStation, but Xbox decided to buy exclusivity and keep it off a competing platform.
The only mainline game I never played except for one level at a friends place. Game sold less than any other in the series if I remember correctly.

The Xbox 360 launched in North America 18 years ago, and is now officially old enough to buy you a drink in Europe.
Great platform, and many of its games (not bc) still hold up well to this day. Like the PS3, I keep a 360 hooked up for those games you can't play any other way.

I like Halo but Halo 2 is just to old for me to really enjoy. I am getting Crackdown so I am not worried about getting into the beta as Crack down will have my beta key.
