Of course it is! Google is FORCING you to stream your games no matter what...even when you have fully capable hardware. I like Microsoft's approach better where you can play your games natively on console and PC and stream to the lesser capable devices like phones and tablets...this give you the best of both worlds.
It's crazy how bad they've botched this launch. Stadia is a cool idea with a lot of potential, but there are too many deal breakers.
