Yes. Even if the answer was that they didn't it would be irrelevant. We all praised Steam for taking the correct stance; let the community decide what games they want to purchase on the platform rather than dictate what can and cannot be. That is how things should be.
You do not just throw everything at the wall and see what sticks. Things should be curated like on spotify, netflix, gamepass, xbox, ps basically every service in existence. Zero curation = entire onus on the consumer to find something good = consumer goes somewhere easier
Probably not these types of games. But it seems Sony is starting to crack down on a lot of these games exposure to Western audiences. Keeping them pretty much Japan exclusive where this type of thing is seen more.
I seriously don't blame Sony for this. These games look like cheap exploitation for a some grimy group. What's baffling is that Nintendo is going ahead and accepting these games.

They're not usually to the point of being cheap perversion or simulated exploitation. When you look at them in context of the actual game, they questionable actions that can be taken usually seem more satire due to their utterly ridiculous scenarios. Someone above called it an assault simulator, which is pretty much not true, because assault implies non-compliance from the receiving party. The "girls" within the games are not really saying no, and some people seem to think the "No means no" applies to the characters in context....when it's more that Japanese media tends to portray women as demure and supposed to say no....even when they mean yes. Differences of culture, and the media which surrounds it. The games themselves tend to fall into a power fantasy setting, where assertion of one's desires is seen more as a good trait, than something to be shamed.
Obviously, a lot of that doesn't match up with western sensibilities, so people can take offense, and as far as Sony goes in all this, I can see why they wouldn't want this image to become something against them. Just look at the Vita. They had a run of semi-successful titles such as these, and some people were referring to it as a system for people who only want porn simulators.
That being said, there are certainly games that go far beyond what we've seen released in the west that still get released in Japan. But I think a lot of them don't really try to get localized in the west, because publishers seem to think that all westerners are puritan fanatics.
I can understand their potential reasons more for games which have characters who do look like very young girls, but that's only a sub-category of the larger genre, and the percentage of games which actually use that style of artwork isn't as high as some people say, although I've seen many think that all these games are like that.
I also find it kind of ironic that Nintendo is more open to these kinds of things in the west. If anything, they were always seen as the more family oriented and much more adverse to this kind of content on their system. However, that perception was only in the west, because these games have been on Nintendo systems in Japan and Asia for quite a while.
The good ones do, the pure fanservice games typically don't in the west. Which is what I think this is about, contrary to other speculation.
I am curious where exactly the level of tolerance is for what's acceptable. Sony does have guidelines for what is allowed in different regions, and each region has it's own laws that apply to any game regardless of platform.
I think some of this is a non-issue, because already some developers were pulling back from the western market because of the current SJW climate which likes to paint all these things in a bad light.
Even Compile Hearts, which usually only did some cursory censorship to remove things that just weren't allowed in the regions...like full on nudity of anime girls who may appear too young....have started to be more strict in this....probably due to NISA wanting it. NISA never used to care much, and I think became more liked because they didn't care much, start to really be more sensitive to any kind of controversy which might surround their games. This started not too long after Criminal Girls Invite released, where they got a lot of heat from people who never played their games, knew nothing about it or the context in which the content existed, and just made a fuss because it wasn't appropriate. That game was even censored from the original. Ironically though, that controversy probably helped sell the game more, and it was actually a pretty good game.
I'm curious today what people might think of the uncensored Sailor Moon, which is now a pretty popular and almost mainstream anime in the US. Actual teenage girls, some under 18, which were sometimes shown nude, and occasionally having things done to them which wasn't really appropriate.

They have an audience. Otherwise this wouldn't be a topic because these pubs wouldn't bother localizing. The Vita had quite a few games that pushed the limit, and even received some "feedback" from "concerned" people when they released. Criminal Girls Invite I recall quite well, but it was kind of tame compared to some others.
I wouldn't call them big sellers though. If you want to point to niche games, they'd be good examples.
Also, a lot of people really misrepresent the levels of perversion that exist in them. Likely because they only look at it on the surface and remove all context.
My whole income comes from promoting Japanese media. Yes, they sell really fucking well.
To me, a company imposing censorship and bans on commercial products aimed at a mature audience, is far more controversial than some of these games featuring some playful nudity, or sexual relationships.
Counter-question: Would you still be okay with Sony 'trying to avoid controversy', when this was about violence instead of nudity/sex, and Sony would try and censor the next Mortal Kombat, God of War, GTA, Sniper Elite, whatever?
mature audience? We don't even have those games in NA. AO Rating is a death penalty for a game since no retailer will carry it. Not to say none at all are available but any game receiving that title isn't going to be carried by retailers. That's what I think of when talking about Mature Audience. Now I understand Senran Kagura and other games are rated M. I admit I'm not sure exactly how much they show either. Though after watching the anime a couple weeks ago I have considered picking up the Senran Kagura game that's currently available. From the videos I have watched it shows the twinkles over their breasts and.....
I do admit I'm somewhat surprised by the stance Sony has taken while Nintendo embraces it. Though I can't fault Sony for taking this stance when, in this environment, censoring it is a wise choice compared to the media, government, special interest groups whose attacks when/if word caught wind about what particular games actually contain could be a wild fire. With the whole me too movement, sexual assault, and all the other BS both legitimate and not in the US atm.... So from their perspective it's not worth the blow back for the few hundred thousand gamers who would purchase it. Let's be honest, these games likely sell maybe a few hundred thousand stateside. And imagine the blow back on Nintendo, whose even more connected to young gamers, if people/media/government officials caught wind of what these games contain. Rating has no bearing still in the US and we're filled to the brim with idiots and self righteous zealots who jump on anything they dislike.
as for your Mortal Kombat comment. That is exactly what led to the ESRB in the first place. The outrage that came from the blood and Finisher moves when the game was released on Sega Genesis. We have to protect our kids. The age old guise of trying to control anything disliked. But you are right, violence is completely acceptable while sex is not. And it's not Sony. It's the US who has an issue with it. How dare we have sex in our kids games Lol. Stupidity at it's finest but everyone suffers for it. People fear the unknown and stigmatize it. We wouldn't be in this problem, if companies simply ignored any and all that aren't a part of their core consumer demographic.
I'd say every game we've gotten in the west is just heavily implied what is going on, and sometimes, if not most of the time, they do have some censorship in them. The Japanese market allows more than the Western market does, and not all of that is on the console makers, but on local laws, or just what the localization publisher feels is appropriate for the region its releasing in.
Most of the people who actually do like these kinds of games though, would prefer a completely uncensored product.
Some people seem to think that this is all about SJW, but that's not really the case. While that does have something to do with it, the truth is is that Japanese media portrays male and females much differently. Males are often emasculated in western media, and assertive men are often not portrayed as good. Women tend to be strong instead of meek, and more often than not, when it comes to sexual content, they're shown to be in control of themselves, as well as the man. Obvious examples exist otherwise, but overall that's how it is.
Japanese culture and media tends to show the men as more dominate, and more assertive. Their will tends to be shown as something they should get. Women are often shown as meek, demure, and usually not outwardly receptive to a males advances. So, in the Japanese market, No often does mean yes. And often times, a woman will be shown as resistant through the whole confrontation, only to be happy afterwards. Its a male power fantasy that you don't see too often in western cultures.
A lot of the people who play these games are more in tune with the cultural differences between Japan and western cultures. They accept them for what they are, and don't criticize the differences, but instead, embrace them and appreciate the art that surrounds the media. I assume for some it's because they do like this scenario of male/female interpersonal relationships, and I can see why, since they live in a culture which constantly shames them or emasculates them to the point where they might feel inadequate.
Seems Nintendo is loosening up and Sony is cracking down. Some are making excuses, but this is not good for fans who want them.

Sony being in the lead I'm guessing they have an image they want to protect with the PS4. And after a lot of high profile, triple A, story driven, emotional, single player games they definitely don't want their audiences to accidentally pick up Super Panty Raider Hyper Z.

A smear campaign would be stupid. Outside of one game, are there really any reports about games that Sony has asked them to remove content, or censor it heavily? I'd imagine anyone who tried to smear Sony on this, I could easily look up some of their comments on the Vita, and find them referring to it as PedoStation, or some other such nonsense.
The whole topic of what some of these games offer has been contentious since last gen when the whole SJW thing really went into full force. Even if Sony is asking for something to be removed, how often are we likely to know what that something is, and how likely is it we'd actually care about that game in the first place?
There are some games in Japan which do pass the boundaries of good taste, even for Japan. I can see quite well why Sony wouldn't allow it, and it's even likely that such things were just them applying their long standing policies on what kind of content is acceptable on the system. This article makes it seem like Nintendo would allow this to go unchecked as well, but they have a lot of their own policies on such things for different regions. They might be more tolerant for the time being, but if they start getting the heat that Sony got on the Vita, I have a feeling they'd be much quicker to stop it than Sony has.
Its another case of conflict of interests. To niche companies Sony are giving them the cold shoulder and treating them as second class citizens while Nintendo is offering to distribute and market their games for physical releases.
It resembles the vendetta corporations held against Nintendo during SNES and the companies looking for an escape route they are willing to take. In this case handhelds are where the biggest market is in Japan but with Vita leaving they are picking Switch as an escape route.
How Nintendo treat this blessing on them depends on how cocky they get.
I say this as a person who loves the Switch. Nintendo needs any third party support they can get after the past 20 years of struggling with that. So they of course right now are eager to get anyone. So you're right,once they feel they got Wii money then the question is are they able to keep doing what they are doing or go back to pissing devs off.
Most of these games did better on mobile platforms anyways. I can't think of many games like these on the PS, or home consoles, that really made it. Even on the digital front, we don't see a lot of these kinds of games on the system, only the more tame ones. Senran is an obvious exclusion, but how many games like this could people name on the home consoles other than that? The things I see on the home consoles all have content that is more PG rated, although they tend to get the Mature rating because they have enough of the content to warrant it under the ESRB standards. ESRB looks more at the quantity than the nature of the content, and if you hit a checkmark of implied actions enough times, it automatically moves it up to the next rating.
Moving to switch I do believe was just the more logical progression, since its the only portable market left outside phones. If the Vita was still around, I imagine that we'd still be seeing the games themselves, but in more recent years, these games have been pushing closer and closer to the line of what is considered acceptable....probably exceeding it sometimes.
I honestly think this is kind of a non-issue overall, because to date, we really haven't seen games that take it too far on the home consoles anyways, and Sony is no longer in the portable market where these games mostly got released anyways.
Also, there is really no saying what the cut off point for tolerance is on Sony's part is right now. As far as I can find, they only have one game where they asked a feature to be removed, and that was a fondling feature in one game. Knowing the games history of always going further than the last, maybe they just thought it was too much.
Should Sony be the arbitors of what is acceptable? That's another topic IMO, but at the same time, i can see why they wouldn't want to be held responsible for the content, or gain a bad reputation for it being on their system. Even if they're open to non-censorship, it doesn't mean that some people don't see these companies as comlicit in allowing content which they themselves don't approve of. Its a controversy they'd likely prefer to avoid, because its a waste of their time, and there isn't enough of an audience for these games for them to take a stand as a publisher who believes in freedom of content over this issue alone. If it was something more mainstream....like violence or gore, then I bet they'd step up and say how they don't wish to curtail creative expression. But with small things like this, they aren't going to get enough of a community behind them, because most people don't care about these kinds of games, or they themselves believe they shouldn't be allowed on the system, or they shouldn't exist anywhere at all.

PlaySJW-station Europe can censor all they want in the west, but you can still grab the smut in the east. Go to Play-asia and bring out the cash - the games are region free unlike Nintendo's.

I almost plated Estival Versus. I'm sitting at 97%. Cant plat the game because of some kind of item glitch. That mode was in that game, and it wasn't anything special, but hey, this is a great excuse to jump on Sony, so let's take advantage of that!
Better yet, how many actually play It? I see articles mentioning a indie game with boobs and it jumps to the top spot of the page alongside the likes of Forza and Spider-man, full of people excited to buy it. Yet, year after year these games struggle to find anything above half a dozen players as audience. I bet on PC they fare a bit better, since you can usually play with only one hand.
I'd say a lot of people know about the Senran Kagura games, which is where a lot of this topic started. But if you look at the content that was removed, the feature, which has been in other games, does allow for much more interactivity with parts of the female body, whose portrayal on screen was never allowed by Sony's policies in the west.
Some of the games I can see this applied to though go beyond even that, and probably would have never been allowed.
I think this article is premature, as there haven't been a lot of reports of Sony saying that games couldn't be released here, just that they wanted one feature censored or removed for western release. it's not a trend, it's just Sony exercising their already established policies on the content matter at hand.
As far as how many people play them....I'd say a pretty small part of the market. SK, is probably the most popular title in this genre on PS, and the series as a whole only sold 1.5 million worldwide as of a year or so ago. I know many Compile Hearts games, which make a lot of "perverse" games, usually only hit around 100-250K worldwide, with US/EU releases maybe being 1/3 of that.
They are the definition of niche games.
However, since I like these kinds of niche games....although they need to be more than just fan service for me to want to play them...I would prefer that they go uncensored. But, Sony is well within their rights to refuse certain kinds of content, and since they always have, I don't make a fuss about it.

No big deal to me... i dont see Nintendo fans making a big stink about the biggest AAA games that are skipping the Switch. Where are those people? I think i speak for most gamers and specifically Playstation fans that if our platform of choice was to skip any games it would be these. Want these types of games? Buy a Switch... the same can be said for Playstation...
There are alot of big Switch games that will not be on the PS4 as well. And less games is a good thing now? The things some of you would say to defend a company.
Well if they arent region locked there are ways to get around it and there is always the option of getting a Switch. One thing is for certain, pandering to thr vocal minority puts you at a disadvantage.

I have on quite a few occasions. One GameStop I went to had a really nice girl working there who never seemed to judge me over it. I'd have to pre-order them because often they wouldn't be there otherwise. I gave her all my pre-orders, because she was great at customer service, and didn't try to upsell me when she knew I would say no, and knew what kinds of games I liked, so didn't ask me if I wanted to pre-order the next COD or AC. This was before I moved over to Amazon for their pre-order discounts, but I'm starting to go to GameStop more again since that's gone, but I have a feeling the people at the one close to me now wouldn't care either, because they all appear to be anime fans, who are accustomed to that kind of content anyhow.

There was a midnight release a long while back for some game at GameStop....can't remember which one. At that release, there were about 20 people there to pick up a copy of the Atelier game coming out at the time(again, can't remember which one). Was the PS3 days. If you don't know, Atelier is full of fan service. Often underage girls put in provocative poses in a satirical way, or put in extremely awkward situations. Usually there is a undertone and outright inference of some sort of lesbian attraction between the main character and some other character. Never acted upon, because its usually tongue in cheek, but most of these games fall into that category.
No one cared we were there for that game. We all were fine with each other liking different games, and there was no shame being passed around, and some people were even curious about them. One guy I overheard had similar beliefs about such games, and when another person told him more about the game, he ended up buying the last copy they had leftover from the pre-orders. That to me is a good thing, because it means at least some people can let go of their pre-conceived notions and try new things.
Now, I won't go into a public setting with other people around and play these games. Like waiting at the doctors office, I won't pull out my Vita and start playing Senran Kagura. but that isn't because I'm ashamed, it's because I respect that the people there may be offended or uncomfortable with the content should they happen to see it. Plus, I don't want some kid overseeing a cartoon on the screen, maybe looking closer, then having a girl suddenly there spread eagle where I might have to do things they wouldn't understand to progress the game. That's just something a kid doesn't need to see.
But it wouldn't be atypical for me to boot up a game like this on my gaming nights with friends. Gal Gun was popular not too long ago, and it's pretty silly, but a good light gun shooter.

Sony has lots of these types of games on their systems though. What is the most recent one called? Punchline or something? It's a game about looking at girl's panties, but not too many or the world will explode, because...Japan. It's clear they're not opposed to silly Japanese games that some may find offensive. There are any number of reasons why they might refrain from greenlighting a game, assuming they themselves are the reason it isn't made or localized or whatever the issue may be, as they're only one party involved in the process.
NISA and Marvelous, who are the predominate publisher of games like these in the US/EU, have been doing their own censoring of the content for a while now. Much of this is met with disdain by their fan base. They don't cite that its because of the console makers, just that they want to achieve the M rating(or equivalent), or find that the content may be too much for the western audience.
Sony, MS, and Nintendo have always had rules on what they consider appropriate to release on the system. For instance, explicit sex or sexual acts are not allowed on any system. Implied sexual acts are. Nudity is allowed up to a point. I believe it can't exceed a certain amount of on screen time, but even Sony has built games with full frontal nudity of both the male and female gender. I don't think they've had any games with any kind of on screen sexual act though. Most I can think of is the sex in GOW, but that was typically off screen, and more humorous than erotic. I think the attempted "rape" of Ellie in TLOU was about as far as I've seen them go on screen, and that scene could be argued that the rape was metaphorical because it could be interpreted as her losing power as David tried to kill her.
Anyhow, the portrayals of nudity can't be upon underage characters. I don't even know if that's a Sony policy, as that's pretty much a law in most countries. Even in Japan I don't believe they can be under 18 and nude on screen.
But there is the moe art style which does have adult characters drawn with what is an underage look, and I think there may be a closer look at if that is appropriate for the western audience. What a lot of people don't realize about the art style though is that it isn't actually about drawing them as underage, it's about drawing them in a way that is supposed to incite heavy affection for that character. They're made cute, and in general, young is considered cute. Just like how a puppy makes us have affection for it because many of its features subconciously represent a young baby....large heard and eyes, small and in need of protection, curious and eager to learn and experience new things while being naieve about the world and people around them, etc. That's what the art style is about, not just trying to legally get away with child porn.
People say the Senran Kagura censorship is of a feature that has been there in past games, but having seen it, it seems more explicit and provocative than it was in prior games. That series has always pushed the line, and maybe this is just a case of where it finally went too far to be considered acceptable. Even this article has images from the game which make you say...."wait a minute, that seems to be too much".
Other than that, I can't think of any other games which the publisher was refused publication. If it was, I certainly don't know what the content was like to make a judgement. While I'm not for censorship, particularly by the console makers as I don't want them to be arbiters, I do recognize that they don't want avoidable confrontation that comes from other content makers.
The US/EU/UK have different tolerances than Japan on what is considered acceptable. There are plenty of things in Japan which are never even thought of to release outside Japan or Asia. But those that do seek audience elsewhere keep getting more provocative over time, so for localization, I can understand why the publisher, or the consoles makers, may require censorship to maintain a level of expectations for what kind of content is allowed on the system.
I agree with the rest of your post, but actually, although Japan supposedly rolled out legislation in 2014 that bans nudity, especially of minors, some of the manga I brought back from Japan in 2016 features some of it. It's even featured in children's manga, which I didn't at all expect (call me a dumb Westerner if you'd like). Some of it goes beyond simple nudity too, in ways I'm not sure I'm comfortable describing, and you probably wouldn't believe me if I told you.
I tried looking up why this is so, and while I can't get a complete picture or even close to it, it sounds like some manga artists, animators, game devs, etc., argued against the legislation as some claim their work would suffer as a result. It also sounds like they found a legal loophole, as the legislation doesn't define in very clear-cut terms what constitutes hentai, and decided that term should only apply to nudity that's sexual in nature. It also sounds like the legislation only applies to works created after a certain date, and many past works are still being published.
Of course, the kind of games we are discussing would fall into the hentai category, as we're talking about fanservice, and were produced after 2014. Also, my knowledge on the subject is incomplete at best as I'm only going off of what information exists on Google, and in English, and my take on what I was able to read.
