Both. There are great developers with crap publishers (Respawn under EA) and crap developers under great publishers (Game Freak under Nintendo).

You're calling Madden 20 perfect? It's a improvement over last year, but shit, come on. The CPU wont even go after you or jogs half the time. Safetys are virtually useless and coverages are broken, I've literally seen the CPU run in a U around my player. I would love to know how this reviewer came up with a 10/10. Probably played it 5 minutes then reviewed it.
