I feel that Sephiroth had a purpose, whereas Kefka was just pure evil. So I guess Kefka for me.

Sephiroth imo was not really evil, just pissed off and misguided. He felt his "family" was wronged and was out for revenge. Kefka was "blow the world up for the fun of it" evil.

Jenova has control over her cells. Sephiroth goes insane after coming into contact with her. He was implanted with high levels in vitro. No coincidence at all. Jenova was actually controlling his mind, it's one of the things that's kinda lost in the English translation. It's supposed to be ironic, how he calls Cloud a puppet, when his strings are being pulled by Jenova the entire time.

Sephiroth is a mommas boy and that doesn't make him seem any less of a bad ass but Kefka is purely evil. I go with Kefka.

Sephiroth was defeated and the world saved. And he killed Aeris.

KEFKA WON. The world was destroyed and he ruled over it like a mad god, destroyibg entire cities from his tower like a kid burning ants with a magnifying glass. Plus he killed the Emperor. Plus he poisoned Cyan's entire hometown, killing his wife and kid in the process.

Sephiroth isn't a HUNDRETH the villain Kefka was.

And Sephiroth didn't even kill Aerith, Jenova did lol. It was her the entire time. You never meet Sephiroth in actuality until the Northern Crater. He was in suspension for years.

And it was Sephiroth who directly manipulated that Jenova piece to stab Aerith, who has gained the ability to control Jenova cells and obey his will.

All Final Fantasy games have that moment where the villain gains the upper hand. Sephiroth had that moment too about halfway through VII when he successfully breaks Cloud's psyche and manipulated him to hand over the Black materia.

Kefka didn't win because destroying the world wasn't his ultimate goal anyway. Both of them failed at the end.

Kefka was one bad mofo, and actually succeeded in ruining the world. Kuja destroyed an entire world, started a world War in another, used human souls to create war machines, brought entire continents to ruin and committed mass genocide. The hell did Sephiroth do? Burned one village and called out to a space rock that got defeated lol.

kefka is mad but at least he's thoughtful, sephirot is cool looking, but he just snaps.
the best FF villain is yu yevon, his only presence change and mix how the world and his people works and think.
