Final Fantasy VIII Remaster is being handled by Dotemu

not good imo ....already from the demo is shown that have lack of skills to redesing the characters ...they all seem the same, (squall , zell , irvine) with not much anime aesthetic like original

That's probably Square's input though. The aesthetic is very similar to Square's Dissidia character models, which is how Square have been portraying all the FF characters for some time now.

Are they redoing the backgrounds cause i heard the original hi res were lost?

I heard that too! I heard quite a lot of the original files were either lost or not usable.

They seem to be only redoing character models. And just cleaning up the rest of the textures for the BG.

While I can't speak for consoles, if they're not improved, hopefully the new ESRGAN background mod for the game can be quickly modded to PC release. But it'd be rather pathetic (and unsurprising) of SE to call it a Remaster and not improve them. Everyone deserves them, not just PC.

Sadly I don't think this will ever happen. FF7 is the biggest title in the series and its taken this long just to get the first chapter which is probably going to span close to 10 years not including the development time before hand, to release fully. FF8 was always my fave and the only FF I ever finished.
