I do not believe so. At this point there is so much information out there in the forms of forum/reddit posts and videos that any area you struggle in you can find help. Also, the ESO community is one of the best out there. Of course you will have the elitist douche bag vets out there but in my experience they are rather rare. That being said, you can always jump into a PUG and hope for the best, but there are guilds out there who's sole purpose is to help the noobs. There is a lot to take in and a lot to enjoy. My one piece of advice is take your time. Do not jump and want to hit max level and start crafting set gear right out of the gate. The side quests in this game are some of the best ever. The seemingly unconnected story lines that crop up are just great. Learn the mechanics, the lore, and enjoy the scenery as ESO is one of the most beautiful games in recent memory.
