Gauranteed Goku was highly requested in the smash ballot, and it's Nintendo picking the DLC this time, not sakurai (Whatever that means) so I feel like his chances are higher than ever. Bandai working on the game is another reason it's very likely, not to mention funimation coming out and saying they want him in smash. I personally don't think Sakurai would pick Goku, but whoever is making the picks now are clearly more open to out there characters, so I would say it's very possible.

No. Super Smash Bros is basically an ode to video game history. Goku is not a video character. He is an anime character that has had games made of him.
