Yes it has all you need to start playing in VR. The PlayStation Move are not needed for Astro Bot and Moss but for some titles they are mandatory. Bear in mind that Astro Bot is the highest rated VR game ever made and Moss is also extremely good, so it looks like an awesome birthday present :D

You can play Tetris Effect with a standard PS4 controller :) Look at this video for 20 of the best PSVR games available:

There are even more good games not included in the video so there are a TON of fantastic games to play. If you want to know if a game has a mandatory Move controller option just go to the PlayStation Store page related to the game you are interested in and look in the bottom right corner to know what you need. You should also look into the AIM controller for Farpoint and Firewall Zero Hour, people go absolute crazy for these two games. You can also play these two with a standard controller but if you have an AIM the immersion goes through the roof.

That's a great bundle to start with. You can use the DS4 with both of those games.

Other controllers are the Aim and the Sticks (I always call them that.) They may be a down the road investment for you.
