To the people who want to feel good about their Xboxone X purchase yeah I'd say it does, to the rest of us as in 99% of all xbox/ps4 onwers I'd say no, it doesn't matter to the slightest since we end up playing the exact same game.
first you have to define "matter". does it matter in the end enjoyment of the story? No. But it does give players more feast for the eyes, its like watching a standard blu ray vs watching an UHD blu ray except they both cost the same price as long as you have a device to play it on. So if you have the choice, its a no brainer to get the xbox one x version.
It's not a game changer or deal breaker either way. It's definitely a nice bonus to have on a great game but nobody should be upset about not having it.
Of course that matters. Game looks phenomenal on the X. Too bad Rockstar kinda fucked up with the Pro version. Because that's the version i'm playing. Lot's of people have issues with how it looks on their pro. In my case i think it looks fine. Just a bit soft.
Looks great on my PS4 Pro. If I didn't know already and someone lied to me and said it was native 4K, I would have believed them.
