Outriders was crap. They slapped that game together and threw in a loot system to get players' attention. This game was absolutely jank and the always online nonsense made it stutter like crazy. People Can't Optimize.
I liked Outriders but I could see where the artistic vision was compromised. The way the industry is now, it wouldn't surprise me that upper management would scrap something that didn't pull in money via gaas, mts, or other means.

Over mid-2017, content for Mega Man 11 ended up leaking twice, but barely anyone noticed.
In Mega Man Legacy Collection 2, Capcom left in a piece of "completely random" concept art from Mega Man 11, and just handwaved it as Mega Man 8 concepts they might never use.
When Roll got a new Nendoroid figure, it was using her brand new never-before-seen design. It was marketed as an anniversary edition version of Roll, not even mentioning Mega Man 11 was even in development.
I wouldn’t be surprised if Capcom employed a similar strategy regarding Mega Man X9.
