Definitely not a pay to win. Since you are creating your own park, you don't really compete with people. It's progression based. The times I feel most inclined to spend money is when events launch with premium characters. For example, there was a premium event with Winnie-the-Pooh a few months back, and Eeyore was a premium character purchase. But, it's got a great pace, magic potions (regular currency) and gems (premium currency) come fairly frequently. I never feel like I NEED to spend money. All events can be completed, even if you miss a day or two.
