They certainly had the opportunity to. Unfortunately this is another case like gen.6 where Gamefreak's own self imposed release schedule cut short what needed another couple months of polish. So much of the game's new features, such as the battle tree or alolan forms, ended up being nothing more than marketing ploys because the game never even scratches the surface of what they could do. What's worse is they had the chance to remedy all of this with Ultra Sun/Moon, and somehow instead not only provided barely enough new content, but also hurt the content that the first iteration did right, such as the character development of Lusamine.
