Indeed a typical example of the media using fake news without bothering if they are real or not.

I haven't played this since the ps3 but, as I recall, wasn't she an undercover news reporter or something trying to get some info out of some drug dealer/pimp/club owner? And had to buy try to buy some time otherwise blow her cover? That would seem to serve a function/purpose for moving the story along and would of fit in with the context.

Not only that, but you don't NEED to strip. You can hit him over the head fairly quickly to end the scene. Again, it's been a while since I've played it. But you don't have to get naked on this part. If you don't want to.

Since the age of the new age puritans, that have no idea that their narrative is puritan in execution. People who don't like mediums, trying to control mediums that they know or care nothing about. People who cannot accept that sexuality is a human trait and both men and women can enjoy it... At the criminal expense of others, it's a different story, but for the average, consenting human being, it's a part of life.
