Fighting EX Layer is an unpolished mess. The gameplay isn't fluid and is very unenjoyable, and the resolution is hideous on the PS4 Pro. Sound effects and animations also felt so untouched. This game still needs a lot of work.

What a vague article. What does it mean that the animations were janky and clunky? In what regard, and compared to what? The resolution was unsatisfactory? To whom? According to what standards? This is a very subjective term.
Why does Kairi not play well, while Garuda does?
From what I saw in the trailers, the gameplay looks fluid, I see no sudden animation cut-offs or unnecessary frames, or anything else that would bother me. I suspect the problem the reviewer has with it is that it's more fast-paced than SFV. That results in animations being less focused on being fluid, and more on being fast, instant.
That said, I haven't played the beta, so I'll take his word for it that some combos don't work. My question is just "how don't they work"? The guy needs to elaborate more.
