I'm also very curious about this because I think it would be foolish to release a Xbox one and PlayStation 4 version without packing it full of all the downloadable content that has released.
On the brightside compared to The Sims 3 you don't have the over world to worry about losing.
I wouldn't be surprised if The Sims 4 has SOME of the expansions, I wouldn't count on all of them. Just take a wait and see approach man, maybe you'll find the content in the base console game is more than enough for you to deal with. or maybe you won't. But you'll definitely have answers to all of your questions before the game release, I can guarantee that..
As per the web page, the standard edition, for $50, includes no extra content outside the base game, unless you preorder, then you get "Perfect Patio Stuff". If you buy the digital deluxe version for $60, you get "Up All Night", "Life of the Party", and "Awesome Animal Hats".

Good news, my wife loves these games and she only has a PS4 slim.
I like Sims 3 but I heard that 4 is dumbed down, at least in the ways that matter to me, so I doubt I'll bother.
