4.5 out of 10. The game is not that bad. I do agree that there are bugs but they are not so bad as to ruin the game in my opinion which a 4.5 would indicate. Co-op is definitely the way to play this game especially if you keep your team together and focus on be a Ghost Team taking guys out silently.
When you use the phrase "politics aside" it sounds like the idea of US soldiers killing Mexican drug dealers in Bolivia bothers you. It should bother you. Having said that the theme of the game does not make it a horrible game. Just cause you do not like the politics of it does not mean the game should be punished. Part of being a journalist is being unbiased so politics aside, the story is not that bad.
You also say it is a "standard 3rd/1st person shooter". Well, it is a 3rd person shooter and shooting people and moving on is what people expect. I get the feeling you are tired of shooters but again, the question is, is this a good shooter or not with your bias against them aside.
I think your score of 4.5 is undeserved. I would understand a 6 based on how you where unhappy with some of the glitches. For me, I would give this game a 8 when playing co-op and a 7 playing solo.
I'm not a big fan of Ubisoft but the game is far from 4.5/10, it reminds me more of SOCOM

"There are also some nice tools at your disposal, the drone being a key tool that will need to be used throughout the game if you want to keep track of enemies. The drone allows you mark enemies, giving you a massive advantage over the next infiltration. If you are playing with AI you can use the drone to mark enemies to set up sync shots, that is one positive for the AI in comparison to online players. The title is certainly one you can go all guns blazing with and can be incredibly unforgiving in some places. The world however is fantastic to look at and traveling across the terrain in helicopters, planes, and sports cars offer varied methods of getting to destinations, which keeps it fresh. The down side to this, though, is that the world in general is dull, lifeless and does not offer any “wow” moments other than the scale of the world."
