Yes, let's blame GTA4 rather than the massive failure of the parental figures involved (parents, teachers etc) and the society as a whole.

I suppose they should be happy he wasn't inspired by something like Gears of War, and started chainsawing people...

Society hasn't failed a 13 year old who sets cars on fire. If you are 13 and think its ok to set fire to cars, you have failed yourself.
