It's to stop people buying it really cheap and then just upgrading. Considering people can upgrade even if they own the free version given away during the pandemic though they are being pretty generous anyway.

GG has a lot riding on Horizon, and at the same time they and Sony are obviously confident that it will be successful, judging by the amount of merchandise and marketing. I'm looking forward to the game, and hope that the gameplay and story will be enjoyable.
