Leaving a heist in general should be punished.
If you start you should finish, but some people in this game are complete assholes and I wouldn't piss on them if I saw them on fire.
Honestly, running regular missions is a horrible experience, I'd say you're a glutton for punishment if you try doing heists with randoms. There are far too many a-holes who deliberately mess around, they are the ones who should be punished and imho, given bans/suspensions.
