Crytek is investing money the Turkish government gave them in Turkey.

It's similar to the travels to Turkey in winter. One can get a week in a Turkish 5star hotel for 150€ Including flights (Not kidding) because the Turkish government pays subsidies in order to avoid all those people working there losing their jobs.

I assume the 500 million is Turkish dollars, not USD, so on a global scale the invest isn't as large as it may appear. Crytek is still a sinking ship, but best of luck to the company.
