No, they don't. Just in recent years, the desire for home consoles has dwindled to to varying reasons. Japanese people have historically always been keen on new technology.
Anyhow, the games are what sells systems. The big games are coming, and that will make some people care. Japan will probably never be the home console powerhouse that it once was, but that doesn't mean they don't care. Just means it's not as suitable for them anymore, or they're waiting it out for something that works for them.
