How to Find and Kill Shipbreaker, Secret Boss of Far Harbor

In the murky depths of Fallout 4’s latest DLC there are a multitude of new sea creatures ready to absolutely ruin your life. Anglers, Gulpers, Fog Crawlers and more have been added to the game, who pose serious threats to you (and your companions) livelihoods.

There is one quest in the game, an un-marked endeavour that lets you fight a super-charged creature unlike any other in the DLC. Here’s how to track down and fight the legendary Shipbreaker.

I found the quest through a random NPC talking to me about it. I talked to Longfellow which he mentioned the radio frequency. I've traveled the entire Island twice, hit every spot, even tried going off map just in case, and still can't pick up the Radio waves to get him. I'm not sure if anyone else ran into this bug or not, but just in case I figured I'd point it out.
I have successfully completed the main story,
*SPOILER* I have all 3 factions available (no one died) *END SPOILER*
I have the majority of the quests for the island completed.
I have tried Longfellow as a follower, and I currently have Piper as my companion. Still nothing.
I'm level 119 currently.
I'm also on the PS4.
If anyone has any suggestions I'm open to hearing them.

Its in the Northern tip of the island, not too far from Far Harbor.

Just pay attention to the notifications in the upper left of the screen. If you have started the quest, it should tell you when Shipbreaker is in range, then quickly tune in the frequency and use it to track him down. I killed him near the lumber yard.

I've read on the Bethesda forums there's a lot of people with this similar problem of Shipwrecker not showing up, nor his radio signal appearing at all. I've been on every part of the island, and even went off map a few areas, and the most I've came across was a Mire Queen that kept registering as "You can't go here," so I had to improvise the fight. Otherwise the signal won't appear at all, and nothing on the map still. On PC there's a console command to either reset the quest, or flag it as complete.
