If its deemed child pornography, which is a fine line, it must be dealt with. Porn has become absurd and unfortunately will lead to serious problems and issues down the road. It's inevitable.
Do not confuse morality with justice. Something simply being morally terrible does not make it a natural "crime" unless anyone else has been directly harmed by it.
As for leading to problems, there is evidence that porn actually makes populations less likely to commit sexual offences. Because porn acts as a substitute for the real thing, people become less desperate for sex in real life, which means reduced incidences of sexual assault.
Well, uh... I don't know, I haven't played it, but it seems that, uh... That girl is still a child. True, true, just pixels and art and as such, but still...

Given how the "anime" art style used in many video games, shows/movies and comics makes use of certain features (large eyes, perceived lack of nose, etc), you can't really judge a character's age on looks alone, unless they are purposely attempting to draw them as a child like the kids in this image. The below image also further reinforces this as the two girls on the left are 16-17, the guy on the right is just getting done with school to work and the guy in the middle is in his 20s and has been a renowned calligrapher for a while.

I live in South Korea right now. It's one of the reasons why I have a vpn now. Never played this game and I probably won't because visual novels bore me, but the law is pretty ridiculous.
One time, my friends and I were playing Tabletop Simulator and one of them pulled out the tablet in the game and tried to go on pornhub for fun. They got hit with the Korean block page and had a big laugh about it.
