You obvioulsy did not read the article

The Dark Zone is a pure PvP arena, and imo works better that way. That's an upgrade to gameplay, Not a downgrade.

this looks more interesting than police NPCs

Same thing happens in GTA online and I think it's better that way. You don't have to rely on coding complex AI when there are many real people who have an incentive to hunt down the bounty.

It's not, as others have explained it's an improvement. Besides that, It doesn't make sense to have police in a post apocalypse world.

Only new York is post apocalypse and they are attempting to recapture it. Makes sense (kind of) or perhaps if they were drones rather than NPC humans, but either way it fits. Still prefer this to the NPS though.
