Shooting and Cover System is a main reason why i don't like RE:ORC

If they had the damn budget then why didnt they make Outbreak File 3. You know how many fans would be happy by that announcement?

Seriously Capcom, listen to your fans a little, i was so bummed to hear its on Unity Engine when they have the sick Phanta Rei Engine.

I don't know too much about Unity Engine but from screenshot it's look pretty good.

You're not going to see massive differences between something built in Unity and many other modern high-end engines. I imagine the reason why they went with Unity is because of developer experience (many now professionals started as amateur Unity developers) and the maturity of the development tools. Unity can look just as good (if not better) than something developed in UE4, CE3, Fox Engine and even Phanta Rei, it's down to the effort put into it and the artists creating it. This is looking like a quick buck for Capcom so they went with something that would get decent results quickly and keep them in a tight budget. Lest we forget, Capcom's in a pretty bad financial position currently and can't afford many long, expensive developments.
