Metal Gear Solid V: The Phantom Pain - Framerate Unlock & "Play As Quiet" Mod Released

I'm really confused by these relatively small issues in games. I understand that even a small game is a shit ton of work, but why can't the dev implement an unlocked frame rate and ultra-wide monitor support yet modders have it implemented in less than a month?

Mods generally have the 'potentially break game' issue. I.e. physics tied to framerate are problem a problem with the mod. Quiet playable, I won't comment on though.
