Why does a tiny 400 MB PS4 game need a massive 200 MB save file?

How does Rocket League pull off only 440Mb when some of these indies that have 8 or 16-bit style graphics are a full Gb in size? Clearly some people need to learn to optimize!

The beta is 400mb with 1 environment and 1 car. The full game will have like a dozen of each and will surely be 2 or 3 gigabytes.

Most 2 dimensional games use very high quality assets because they're not especially resource intensive. Therefore they're often several GB, because of these relatively uncompressed assets.

It's not usually a matter of needing to 'learn to optimise' as you put it, but delivering a better quality experience to the consumer.

they need to give us more PS+ cloud storage or lower the size of Saved Files I'm already out of space :-/

You can, USB data storage. Game save files only though.

Thats nothing. There are some insane PlayStation file sizes in excess of 1GB. Truly crazy stuff.
