Developers have every choice to make female characters for their games if they want. If you want you can study to become a game designer and make games with female characters. Equality was never in question, videogames have always been equal opportunity. Whether you like it or not, that is fact.

It's not a shift at all rather people making a big deal out of it now. Female gang members are nothing new go look at the Saints Row games. Ubisoft already made an entire game featuring a female assassin in Assassin's Creed Liberation and more recently China (as mentioned in the article) so let's not forget that shall we.

What's next a female Sam Fisher to appease the equal ops brigade? Remember we already saw a female stealth agent in Velvet Assassin plus there are countless other games with female killing machines I'm not going to list here. It's easy to forget such things when making bold claims that are irrelevant.

The idea of female characters should be if its relevant to the source material and expectation of the intended audience rather than pandering to a vocal regiment of moaners.

Video games should never be about "equality".
