A strong point of contention between Bungie and Destiny fans is the ever-mysterious Xur: Agent of the Nine. The Agent shows up every weekend with a fresh stock of randomly generated gear ranging from Exotic armour and weapons, to Engrams and Heavy Ammo Syntheses. It turns out, however, that Xur’s inventory may not be random after all, and that Bungie may in fact have complete control over his stock from week to week.

Let's not forget he also famously passed on Spider-man, Genshin Impact and GTA3.
However it's almost kind of cute how he can keep that sh1t-eating grin and say he's a 'no regrets' kind of guy, especially when you think how much just these 5 titles could have swung the world in Xbox's favour instead of Sonys.

Yes he did, and now look at Xbox, all it's exclusives are coming to Playstation now rendering the platform obsolete.
I could care less if his stock is completely random or someone is choosing it. But if someone is choosing it, then they are playing a cruel joke on us week in and week out giving us trash like No Land Beyond over and over again while skipping out on better weapons like Red Death or Gjallarhorn.
They are absolutely in control.. I personally think you'd have to be pretty naive to thin otherwise..
Now they might not specifically pick each item.. But its fairly obvious they've weighted items and removed others
well is up to you, they added 100% effectiveness or damage to the shotgun and a shotgun is available with Xur all in the same week, hmm coincidence ? ;)

There os a video floating around out there of Deej talking about Xur, and he says that there are people that are in control of what gets sold.
Loke N4rc said, they may not hand pick every item every week, but they are definitely stacking the odds. Its the only explanation for Xur only selling the crappiest exotics. He's sold Icebreaker 3 times, No land Beyond 3 times, the Last Word twice....
He continues to sell the same weapons, and then when he sells a new weapon, its one people dont want.
Armor is the same way. He's sold Ruin Wings once, the same week that Dark Below launched. Is it a coincidence that one ofnthe new exotoc armor pieces went on sale the same week Dark Below launched? I dont think so. Since then he has sold No Backup Plans 3 times i believe. Just like its no coincidence that they just buffed shotguns by 100% and then all of a sudden Xur sells a shotgun.
These are not the stats of a random system. Someone controls it.
I was lucky enough to buy Ghorn from Xur back in the 1st weekend he showed up to the tower and since then I havent seen Ghorn drop till 2 days ago while doing Crota's End on normal and I was the one to get it. That chat blew up with many angry words.
To be honest I hope Bungie took Gjallerhorn off the list of things Xur sells. That rocket launcher is THE BEST weapon in the game and it shouldnt be something that is easily obtained buy simply purchasing it.
