We have just finished a new round of tests on crowd size but have found it is not linked to this problem and does not improve frame rate, so we will be leaving crowds as they are."
So it seems that the abysmal framerate was nothing to do the amount of on-screen NPCs whatsoever. Nor is it anything to do with either console having a CPU bottleneck. Just plain old shoddy developing.
Funny, because I was told my multiple Xbox fans on here that the reason the PS4's framerate was so low was because it's CPU is weaker than the X1's and it couldn't handle all of those next-gen NPC's. Lol. So much for that.
why they didn't do this before releasing the game? This is ridiculous.
