PS4/Vita Exclusive 'Pavilion' Devs Are “Sticking With PlayStation”

They are 3rd party, using Unity (witch is a mutiplatform game engine easy to port on other systems like PC, WiiU, Xbox, mobile, etc) and they go for exclusives on playstation systems. Stupid devs! They shouldn't complain later on if they go broke.

Well, when Sony offers to help promote your game to their fan base that's proven more accepting to indie games in general, gives you a dev kit when Xbox wouldn't, and helps you along the way; it's a done deal.
