There's a reason it has sub genres like Action-Rpg or Turnbased-Rpg
To me it's to make something and give it your own twist, to play out the way you see fit. So games like fallout and elder scrolls id consider true RPGs, there's so many different ways them games can be formed into your own and there's so many different directions you can go with it. There's simply not enough choices in most turned based jrpgs for me to consider them "rpg".
After people decided that Dark Souls, Mass Effect and even Far Cry 3 are RPGs, I think that anything can be considered an RPG.
Dark Souls is more RPG than probably any other game this gen so I dont know what you are talking about. IMO the number one key to an RPG is character progression not only in the sense of improvement but ways to play the game. That sense of finding new equipment or defeating an enemy to level up is what makes an RPG an RPG.
