Time is needed, people who are passionate about the license, who are wiling to make the most of it and not half-ass it, as well as a decent budget to make a solid title.

Licenced games per-se are not the problem, the main problem are movie tie-ins that need to be rushed to launch along with the movie release and therefore always suck..... Non movie-tie in licenced games have about the same chance of being good or bad than non licenced games
