You already face consequences.... in GTA, cops come, gangs fight you, etc.... In military shooters, you lose or end up dying.
There are no games where its just a person going around being the devil with absolutely no consequence to it.... What do they want? Your in game avatar to go to jail for life, thus giving you a game over screen and the game explodes so you can never play it again?
