It's strongly hinted at in game, it's just like Viridian forest where you caught Pikachu in Gen 1, and it's before the first gym. Makes perfect sense to put Pikachu there.

I don't know if I just got lucky. But when I found Pikachus. They wouldn't stop coming. I was actually getting annoyed by the sheer number of tiny electrical mice all over the place.
