For free? One piece, but only because i know for sure i don't mind paying for a Ninja Storm game and probably wouldn't pay a lot for a One piece game. I looove the One piece Manga, but the games just don't impress me too much. So, my answer is One piece, but not because it is a better game.
Naruto. but one piece is fine cuz i can get it for the ps vita.
I'm done buying a Storm game until they finish the anime and manga completely, so I would go for One Piece for a change of pace.

Battle of Z is tempting. But the next DBZ game is from dumps... And on PS4... And has character creation. We can finally see what a female ssj looks like!
I've generally enjoyed Artdinks games, but maybe it would be better to just play Macross 30th again, instead.
Better than Ken's Rage?
I liked the execution of the game and the usable characters it represented well what they could do in the anime. That said it could be better, a completely well crafted open world one piece game with similar fighting and rpg elements would be a dream .
I actually reviewed Kens Rage 2 and wasn't the least bit impressed by it. Game was highly repetitive and a bit boring at times to be honest. You can check out my review right here and see if you agree or disagree with me.

Dude, with this words, you made a wrong message for people who wants to know more about japanese anime / manga but doesn't like One Piece. Don't take me wrong though, i'm a big fans of One Piece but One Piece isn't the end of all stick to represented japanese anime / manga. Because there's Ghibli, Ghost in the Shell, Slam Dunk, Black Lagoon, Akira, Patlabor, Vagabond, etc etc that had different style and theme from One Piece.
For the review, well, it's the same treatment from all those years when the majority of western reviewer hated Dynasty Warrior style games.
Am i the only one irked that luffy was called monkey in that description ?
