Prison Guards Criticized for Playing Video Games, Watching TV on Duty

At the Orange County, California jail, guards pass the time with video games, television, and generally trying to do the least amount of work possible. This according to an investigation by District Attorney Tony Rackauckas. The investigation concluded that the beating death of a 41-year-old inmate in 2006 was attributable in part to what he called "institutionalized laziness" among the guards.
