Even though both consoles enjoyed a very solid and productive launch, it seems obvious that developers just weren't ready for the new generation.

Nonsense, The console generations last a good 5-10 years (at least ps4 will) and were barely beginning the cycle of games, Give it late 2014-early 2015 and we will start to see a plethora of titles hit the consoles.
I don't recall a single generation that had launch or launch window that was consistantly pumping out great games. I don't know why we thought it would be any different this generation... new hardware = more time to develop.
It's new hardware so development will take a little time. All new generations are like this.
