It is the same devs and it is 16-bit. It is the sequel of Retro City Rampage and is set 30 years after RCR.

I'll b honest, when I read that title, this...was not what I was hoping for :(

Thought maybe this'd b a "gta"-style game set in Hawaii; strolling down Waikiki, driving to Hana, sailing the Na Pali coast, blowing up Ala Moana (;P). Oh how I woulda thrown $$ at my iPad if this were so T~T

Oh well, back to TDU...:(
