its because the first 2 were GTA clones, besides the huge emphasis on custimization it felt just like a gta game,and people have said that the 4th looks like prototype and crackdown, the 3rd was my favorite it felt like it was truly its own thing i hope the 5th goes back to that cause it felt more original.
